It's a meme known as chrisposting. In lore, chris and clare are orphans, which means (for the sake of the joke) their bloodline dies if they don't have children. The reason why chris specifically pushes (in the meme's lore) for leon to get with claire is that they flirt a bit at the end of re2. The redfield bloodline must continue (and chris is sterile due to steroid abuse) b. Chris just wants claire to have a good match and not turn into an old cat lady. Chris is secretly super gay for leon and wants to live vicariously through claire.
